[NARCCAP-discuss] tas versus tasmax

I think I've misunderstood the relationship between the tas (surface
temperature field) and tasmax (daily maximum surface temperature), or our
code to extract these values is wrong (we are checking).

We find that the maximum tas value in a given day is greater than the
tasmax value about 50% of the time. I had assumed this was impossible, but
perhaps I misinterpreted the docs.
