Fix bug in the allocation of local arrays in advance_scalars_mono. To correctly <br>
run in parallel, we need to allocate local storage with nCells+1 cells, nEdges+1 edges, <br>
and nVertices+1 vertices to accommodate loops that don't test whether we are referencing <br>
cells/edges/vertices that don't exist in the block.<br>
