The developmental Testbed Center (DTC) is pleased to announce the
release of Version 3.0 of the Community Gridpoint Statistical
Interpolation (GSI) data assimilation system. This is a significant
update to the GSI release v2.0, including updates to the GSI code,
GSI Users' Guide, and GSI website. The new code can be obtained at http://www.dtcenter.org/com-GSI/users/downloads/index.php

This version GSI code is based on a revision of the GSI community
trunk from Februry, 2011. The following is a list of new functions and
changes included in the released code since the last release:
* Improve current use of satellite data
* Inclusion of SSM/IS and AMSR-E radiances
* SST updating and direct assimilation of radiances for SST
* Update observation error statistic and background error statistics
* Inclusion of ASCAT data
* Include GOES wind thinning - improve QC and observation error
specification for all satellite winds
* Update ozone assimilation
* Assimilating tropical storm pseudo sea-level pressure observations
* Features to use hybrid ensemble/var data assimilation
* Bundle to set state and control vector flexible
* Inclusion of GSD cloud analysis scheme
* Inclusion of PM2.5 data analysis with CMAQ background
* Fix and improve GPS bending angle assimilation
Besides, the community GSI code also contains community-friendly
features, including
* Updated configuration/compilation tools
* Updated run script (under ./run)
* New utilities (under ./util) to process BUFR/PrepBUFR file, read and
plot diagnostic files, plot cast function and norm of the gradient,
and plot analysis increment.

The version of the GSI has been tests by DTC on multiple platforms and
comparable with WRF V3.3 and WRF V3.2.

The GSI Users' Guide has been updated with some new information added
such as BUFR/PrepBUFR conversion. The v3.0 of the GSI Users' Guide
can be obtained athttp://www.dtcenter.org/com-GSI/users/docs/

More information regarding the community GSI system, documents, and on-
line tutorial can be found on the DTC's GSI website at http://www.dtcenter.org/com-GSI/users/index.php

This release is the result of the joint efforts of NOAA/NCEP and DTC
through the support of NOAA, the U.S. Air Force Weather Agency (AFWA),
and the National Science Foundation (NSF).
