A lot of water under this bridge already, but I want to reiterate that a
DOI is intended to treat a dataset as a citation, just like a paper.

Just as DOI isn't issued to a PDF on your personal homepage, a
DOI cannot be issued to an dataset on a datanode where the original
author retains write permission (Bryan's "preprint"). It should only be
issued to a replica held at a DDC. I'm pretty sure the DOI/QC document
(Lautenschlager et al) says this.

Even as a short-term fix, I think it would be unwise to break this
rule. If it is being suggested that DOIs point to URLs on datanodes
where they have passed QC but haven't been replicated to a gateway,
I'd strongly recommend against it.
