                The National Science Foundation (NSF) is seeking a
                qualified candidate to fill the position of Program
                Director in the Directorate for Geosciences (GEO),
                Division of Earth Sciences’ (EAR) Hydrologic Sciences
                (HS) Program. The HS Program focuses on the fluxes of
                water in the environment that constitute the water cycle
                as well as the mass and energy transport function of the
                water cycle. The HS Program supports innovative research
                on processes from rainfall to runoff to infiltration and
                streamflow; evaporation and transpiration; the flow of
                water in soils and aquifers; and the transport of
                suspended, dissolved, and colloidal components. The HS
                Program retains a strong focus on linking fluxes of
                water and the components carried by water across
                boundaries between various interacting facets of the
                terrestrial system and the mechanisms by which these
                fluxes co-organize over a variety of timescales and/or
                alter fundamentals of water cycle interactions within
                the terrestrial system. The Program is also interested
                in how water interacts with the landscape and the
                ecosystem as well as how the water cycle and its coupled
                processes are altered by land use and climate.
                Furthermore, the HS Program participates in the review
                of proposals for related GEO Directorate research
                programs, NSF wide initiatives, and collaborative
                research programs with other Federal agencies.<br>

                  font-size: small;">Duties of the Program Director are
                  guided by the goals of NSF’s Strategic Plan: (1)
                  Transform the Frontiers of Science and Engineering,
                  (2) Stimulate Innovation and Address Societal Needs
                  through Research and Education, and (3) Excel as a
                  Federal Science Agency. The incumbent HS Program
                  Director will be knowledgeable in the scientific areas
                  covered by the program and will help identify emerging
                  opportunities in the Geosciences. In addition, the
                  incumbent will be required to undertake the design,
                  development, analysis, documentation, management and
                  implementation of programs and activities within the
                  program and across disciplinary boundaries. The
                  responsibilities of the HS Program Director will
                  include long-range planning for the areas of science
                  represented by the program; administration of the
                  merit review process and proposal recommendations;
                  preparation of press releases, feature articles and
                  material describing advances in the research
                  supported; and coordination with other NSF programs as
                  well as those at other Federal agencies and

                  <li>Maintains a healthy balance of support for all the
                    needs of the research and education enterprise
                    through program, division, directorate, Foundation,
                    or interagency activities.</li>
                  <li>Manages program resources to provide optimal
                    appropriate scientific judgment to insure integrity
                    and consistency in the grant/declination process
                    without conflict of interests, and with balance
                    among appropriate sub-fields and institutions, and
                    participation of all qualified scientists.</li>
                  <li>Incorporates cross-directorate responsibilities
                    into program administration.</li>
                  <li>Manages an effective, timely merit review process,
                    with attention to increasing the size and quality of
                    the reviewer pools and insuring participation by
                    women, minorities and disabled scientists.</li>
                  <li>Provides scientific expertise, evaluation and
                    advice for other programs in NSF, including
                    international programs, and other research programs,
                    and cross-directorate programs.</li>
                  <li>Advises and assists in the development of
                    short-and-long range plans, establishing goals and
                    objectives for research programs.</li>
                  <li>Plans the budget for the program/programs
                    considering past, present and future fiscal years,
                    allocates resources within the budget by
                    distributing scarce resources among major
