Job Description:<br>

ECS Federal, Inc. has an immediate opening for a Senior Communications=20=<br>
<br>
and Outreach Specialist to provide full-time direction for strategic=20<br>
communications of NOAA Fisheries Office of Science and Technology=92s (ST=<br>
)=20<br>
scientific portfolio with an emphasis on the Marine Recreational=20<br>
Information Program (MRIP). The individual will work primarily out of=20<br>
the headquarters office in Silver Spring, MD, for the Director of ST, in=20=<br>
<br>
consultation with the NOAA Fisheries Office of Communications.=20=20<br>
<br>
NOAA Fisheries Office of Science and Technology advocates and ensures=20<br>
the sound scientific basis for NOAA Fisheries science programs and=20<br>
resource conservation and management decisions. MRIP is the new way NOAA=20=<br>
<br>
Fisheries is collecting, analyzing and reporting recreational fishing=20<br>
data. Effective, strategic communication of the MRIP program, including=20=<br>
<br>
objectives, changes, advances, and results is a critical need for the=20<br>
agency.<br>
<br>
MRIP is led by ST with guidance provided by an Executive Steering=20<br>
Committee (ESC). Specific teams have been established to manage=20<br>
different tasks of the program including Operations Team, the=20<br>
Communications and Education Team, the Registry Team, the Information=20<br>
Management Team, and the Transition Team. Effective collaboration with=20=<br>
<br>
these teams and the ability to work with staff on all levels is an=20<br>
essential function of this job.=20<br>

Responsibilities include:<br>
<br>
=95Implementing and continuing development of a strategic communications=20=<br>
<br>
plan for NOAA Fisheries=92 science, with an emphasis on the Marine=20<br>
Recreational Information Program (MRIP), under the direction of the ST=20=<br>
<br>
leadership and in consultation with the NOAA Fisheries Office of=20<br>
Communications. This includes developing and leading the internal and=20<br>
external communications, outreach, and educational activities on the=20<br>
national level.=20<br>
=95Coordinating effectively with expert consultants who may be brought in=<br>
=20<br>
on a part-time basis to assist with planning, execution, and/or review=20=<br>
<br>
of specific MRIP strategic communications and education efforts.=20=20<br>
=95Advising on appropriate communication strategies for various situation=<br>
s=20<br>
and prepares senior leadership for those opportunities.=20<br>
=95Promoting regular, effective communications with internal and external=<br>
=20<br>
decision-makers and influential audiences to encourage broader=20<br>
understanding and support of MRIP goals and objectives.<br>
=95Providing advice and support to MRIP staff and other ST staff and=20<br>
contractors for execution of MRIP communications. This may include=20<br>
assisting in:<br>
=95Conceiving and developing in-reach and outreach materials for MRIP=20<br>
including briefing materials, talking points and presentations for=20<br>
leadership; collecting and organizing photos from the field to be used=20=<br>
<br>
for publications, online, and in response to media organizations as=20<br>
needed; and consulting on video scripts.<br>
=95Responding to formal and informal requests from governmental and=20<br>
nongovernmental organizations for information on MRIP.<br>
=95Maintaining MRIP=92s online presence, including drafting, clearing, an=<br>
d=20<br>
posting web content in coordination with the Office of Communications=20<br>
and for any social media efforts.<br>
=95Coordinating with NOAA Fisheries HQ and Regional communications teams.=<br>
<br>
=95Coordinating with Public Affairs on media inquiries regarding MRIP at=20=<br>
<br>
the headquarters level. Also works collaboratively with the agency=92s=20=<br>
<br>
regional communications leads to respond to regional inquiries.=20<br>
=95Proactively coordinating, facilitating, and conducting media interview=<br>
s=20<br>
with leadership (in consultation with public affairs) regarding MRIP.<br>
<br>
Required Skills:<br>
<br>
=95Bachelor's degree in communications, media relations, public relations=<br>
,=20<br>
or a related field<br>
=9510+ years of strategic communications experience.<br>
=95Media relations and social media experience.<br>
=95Excellent oral and written communications skills.<br>
=95Speaks and writes in English fluently.<br>
=95Proficient in MS-Office software and Google applications.<br>
=95Organized with a strong attention to detail.<br>

=95Experience leading a communications program and/or outreach campaigns=20=<br>

for a government agency, business, non-government organization, or a=20<br>
professional organization.<br>
=95Experience developing briefings, talking points, and messaging around=20=<br>

=95Experience developing and producing communications products for=20<br>
internal and external audiences.=20<br>
=95Ability to write in plain language for diverse audiences.<br>
=95Experience planning, organizing, and executing challenging and complex=<br>

=95Experience multi-tasking and responding to shifting priorities.<br>
=95Ability to collaborate with a wide range of individuals or lead a team=<br>

to accomplish a goal or complete a specific project.<br>
=95Some knowledge of regional and/or national natural resources issues an=<br>
d=20<br>
management.<br>
=95Experience working effectively with scientists to prepare effective=20=<br>
<br>
communication and education materials that accurately convey technical=20=<br>
<br>
information in a way that a variety of audiences can easily understand.=20=<br>
=20=20<br>
=95Strategic communications with science programs a plus.<br>
