<p align="center" style="text-align:center"><b>ENGINEERING SPECIALIST IV</b><span style="font-size: 12pt;">This is a senior level engineering position that reports to the Environmental Administrator of the Permitting Section of the Division of Air Resource Management's Office of Permitting and Compliance. The position is primarily responsible for the technical
review and processing of applications for air permits issued under the major source (Title V) air operation permit program and the new source review (NSR) air construction permit program. An Engineering Specialist IV is expected to provide a complete and
polished work product including technical details, writing, and grammar. This is a leadership position responsible for providing support to entry and mid-level engineers and environmental specialists within the Office. This includes assisting with new employee
orientation, providing an overview of the Department’s rules and regulations, detailing the section’s business processes, engaging in technical discussions on specific project details, and conducting peer reviews.</span></p><p><o:p></o:p></p>
<p style="margin:0in;margin-bottom:.0001pt"><strong>JOB DUTIES AND RESPONSIBILITIES</strong><o:p></o:p></p>
<p style="margin:0in;margin-bottom:.0001pt"><b>Permit Processing</b>: Accomplishes the technical work required in the review and processing of applications for air permits, including new source review (NSR) air construction permits and Title V air operation
permits. Reviews assigned applications in a timely manner for completeness, sufficiency, technical and scientific accuracy, and adherence to state and federal requirements. Drafts specific permit conditions in accordance with Florida Statutes, federal regulations,
and Department rules and policies. Prepares the permit documents including, but not limited to: draft, proposed, and final permit packages; statement of basis; compliance assurance monitoring (CAM), and Technical Evaluations and Preliminary Determinations,
and determinations of Best Available Control Technology (BACT) and Lowest Achievable Emissions Rate (LAER). Enters all data into the Air Resource Management System (ARMS) upon issuance of each permit. Recommends process improvements. Position requires minimal
supervision to complete projects.<o:p></o:p></p>
<p style="margin:0in;margin-bottom:.0001pt"><b>Customer Service and Consistency:</b> Expands expertise in the assigned key industries to provide outstanding service. Develops an effective working relationship with the primary facility contacts as well as
District and Local Program staff to resolve permitting and compliance issues. For complex or controversial permitting and compliance issues, advises direct supervisor and provides suggestions for making final decisions. Promotes statewide consistency in
permitting and compliance. Provides technical assistance and guidance to district and local programs, prospective applicants, consultants, and the general public on matters such as minor source permitting, Title V permitting, compliance, enforcement, and
monitoring issues for the key industries. Prepares materials for and attends administrative hearings, as necessary. Assists in developing, maintaining, and promoting standardized permit templates and model permits.<o:p></o:p></p>
<p style="margin:0in;margin-bottom:.0001pt"><b>Periodic Tasks</b>: Conducts peer reviews of work conducted by other engineers. Serves as the Office’s coordinator for updating EPA’s clearinghouse for control equipment determinations and trains a backup. Works
to achieve goals identified in the Division’s Business Plan.<o:p></o:p></p>
