DUTIES:

The Climate Action and Research Planning Section has an immediate
opening for a motivated staff person to lead the agency’s Sustainable
Communities research program. The Section is an agency-wide resource
for developing the Board’s research plan, develops tools and guidance
for local governments, small businesses, and others to help California
meet its climate goals, and performs and guides novel research on
sustainable communities and green buildings in support of Senate Bill
(SB) 375.

The selected candidate will be responsible for developing and
coordinating cutting-edge scientific and technical research to support
the Board’s decision-making related to land use and transportation. The
candidate should be familiar with relevant state policies (e.g., SB
375), local and regional land use planning, and cognizant of the
complexities of land use, particularly smart growth, including its
relationship to the environment, its reliance on human behavior, and
impacts on air quality. The incumbent will be responsible for
assessing, developing, and improving tools, resources and other
strategies to support the Air Resources Board’s policies to reduce
emissions from land use and transportation, and must be committed to
working closely with other ARB staff, metropolitan planning
organizations, local governments, and other stakeholders to ensure that
the tools and research are targeted and effective. The incumbent will
contribute significantly to the development of innovative climate change
tools and strategies for use by consumers, businesses, and the public
and will be responsible for evaluating the efficacy of existing
strategies and developing methods to measure and track associated
greenhouse gas emissions reductions. This position requires
coordination with academia, government, and other environmental
organizations to keep ARB apprised of the current state of research in
these areas, and the candidate should be comfortable making
presentations and communicating the section’s objectives to nontechnical
persons.

DESIRABLE QUALIFICATIONS:

The selected individual is expected to contribute significantly to
the climate change responsibilities of the Section. The most
competitive candidates will have a strong educational background in land
use and transportation planning, sustainable communities, public
policy, environmental science, climate change, and air quality.
Desirable qualifications include: strong written and verbal
communication skills, the ability to work as part of a team and
independently, strong organizational skills, aptitude to develop and
present written and verbal reports to stakeholders, and the ability to
work effectively with industry, government agencies, and the public. The
selected candidate must be a team player with a positive attitude,
dedication, and a desire to make original and sustained contributions to
ARB.

WHO MAY APPLY:

Qualified Air Resources Engineer candidates will be considered. All
applications will be screened and only the most qualified candidates
will be interviewed. This vacancy may be subject to SROA/Surplus
provisions. Surplus applicants must attach a copy of their surplus
letter with a completed standard State application (STD 678). On page
