Institute for Research in Environmental Sciences (<span
class="caps">CIRES</span>) at the University of Colorado
Boulder and the Forecast Impact and Quality Assessment
Section (<span class="caps">FIQAS</span>) within the
Aviation, Computing and Evaluation Branch of the ESRL’s
Global Systems Division is seeking a scientific research
analyst/engineer with meteorological, quantitative and
engineering skills to support the evaluation of aviation
forecasts, develop impact-based verification metrics and
assessment approaches, and work with aviation operational
specialists to develop foundational concepts for building
new aviation decision support tools.</p>
<p style="line-height: 18.1200008392334px;">This research is
accomplished using various techniques including
mathematical modeling and statistical methods, using
analysis packages and software such as matlab, R, python,
java, and C. This research analyst will be responsible for
developing software to ingest and manipulate large data
sets, implementing scientific algorithms, and utilizing
relational databases to conduct the analysis.</p>
<p style="line-height: 18.1200008392334px;">Essential Job
Functions:<br>
• Analyze weather data and forecasts in conjunction with
aviation operations data (such as Aircraft Situation
Display to Industry data and<span
class="Apple-converted-space"> </span><span class="caps">ATCSCC</span><span
class="Apple-converted-space"> </span>Advisories) for
use in verification studies and automated decision support
tools.<span class="Apple-converted-space"> </span><br>
• Build new verification strategies and techniques
combining weather information and aviation decision
criteria for use in quality assessments and automated
impact-based decision support tools.<br>
• Support the implementation and analysis of comprehensive
forecast assessments that involve combining and comparing
data products of varying characteristics such as
radar-derived, model-derived, or satellite products,
deterministic and probabilistic forecast products, of
varying data formats such as gridded, point-based, or
feature-based formats.<span class="Apple-converted-space"> </span><br>
• Implement scientific concepts and complex algorithms to
support assessments, and work with a team of engineers to
incorporate concepts and code into automated decision
support tools.<br>
• Perform extensive analysis of assessment results and
summarize findings and conclusions in written reports and
presentations.<br>
• Work with users, including weather forecasters and
aviation decision makers, to learn how weather information
is used to make aviation decisions. Integration of this
knowledge into the forecast assessments and automated
tools will be essential.</p>
