Air Quality and Climate Specialist - Environmental Quality Specialist
ABOUT THIS POSITION

This Environmental Quality Specialist is an air quality professional that is assigned to the Office of Environmental Programs in the City Manager's Office. This position will ensure that management staff are kept fully informed on air and climate technical and regulatory issues and/or concerns. It will assist in coordinating environmental technical and regulatory work with a variety of City department and functions, and interact with regulatory agencies and other entities. Additional duties include providing technical oversight of consultants hired by the City to conduct environmental quality investigations; pollution control assessments and corrective actions. Work in conjunction with other city departments to ensure compliance with local, state and federal regulations. This position will be responsible for providing guidance and oversight to city departments; serving as a liaison with regulatory and planning agencies; evaluating and recommending policy actions; reviewing and commenting on draft legislation; participating in stakeholder meetings; interpreting rules and policies; conducting compliance reviews; understanding air dispersion modeling; conducting training on regulatory compliance; and experience in applying  the basic principles of greenhouse gas emissions and climate adaptation and mitigation. The Environmental Quality Specialist will inspect sites for compliance; negotiate permit conditions and compliance schedules; and perform field observations to recommend capital improvements for dust and/or climate mitigation. This position will maintain Basic Dust Control certification and other air quality certifications are beneficial. Work is performed under the general supervision of the Environmental Programs Administrator, Environmental Programs Coordinator or other supervisor and is measured based on established objectives and results achieved.



This position will primarily focus on:
·         Principles and practices of air quality, climate change, climate adaptation/mitigation, greenhouse gas emissions, environmental engineering, biology, hazardous materials management, chemistry, or other related environmental disciplines.
·         Field environmental assessment and monitoring protocols, methods, and equipment.
·         Technical programs, research, and trends in the practice of environmental quality investigations, pollution control, and remediation, with an emphasis on air quality and climate adaptation/mitigation.
·         Research methods and techniques including strong computer skills.
·         Air quality regulatory programs and climate adaptation/mitigation.



This recruitment may be used by any department for any current or future vacancies over the life of the eligible list.





RECRUITMENT DATES

SALARY

$54,392 - $81,245 annually. Candidates may be hired above the minimum depending upon qualifications.

 JOB REQUIREMENTS
§  Two years of professional level experience in the field of air, climate, ground or surface water, or soils management.
§  A bachelor's degree in hydrology, environmental engineering, geology, environmental science, hydrogeology, biology, chemistry, hazardous materials management or a related field.
§  An equivalent combination of related experience and education may be considered.

PREFERRED QUALIFICATIONS - The job requirements listed above, plus:
·         Conduct technical research and make sound judgments based upon analyses.
·         Analyze regulations and environmental issues, provide input, and define impact on City facilities.
·         Expertise with issues of air quality and climate change affecting the city.
·         Conduct and analyze air quality studies and greenhouse gas emissions inventories.
·         Develop climate action plans, climate adaptation plans, and pollution control activities.
·         Manage air and climate data and create efficient systems to build technical analysis, generate examples and models for use in policy and program efforts.
