The National Centers for Environmental Information (NCEI) was established to

A Marine Meteorological and Ocean Surface Data Specialist with requisite
abilities and experience in ingest, quality control and management of marine
observational datasets from worldwide ocean surface observations (8+ years)
is required. Demonstrated knowledge of coordinating activities for
acquisition, processing, quality assurance and control, archiving, product
generation and dissemination of surface marine data and products including
surface marine data standards and the systems designed to document and
manage the flow of information from international observing platforms and
data collection centers. Demonstrated knowledge of surface marine data will
be accessed through citations of authored or co-authored publications and/or
reports. This position may require participation in international marine
data collection and management working groups, such as the WMO-IOC Joint
Technical Commission for Oceanography and Marine Meteorology's (JCOMM)'s
Expert Team on Marine Climatology (ETMC). The Data Specialist shall at a
minimum meet ProTech Standard Definition Level 2.

This position is significant to the NCEI mission because it requires unique
skills in both data management and international coordination to maintain
NCEI commitments to support operations of the International Comprehensive
Ocean-Atmospheric Data Set (ICOADS).

In this role you may perform the following:

*	Provide scientific and technical support for the development,
operations, and sustainment of scientific datasets and peer review products,
product generation capabilities, and associated analytic tools for change
detection, monitoring, and quality control
*	Perform scientific data stewardship tasks necessary for the archive,
preservation, and access of oceanographic data and products; consistent with
the assigned Tiers of Scientific Data Stewardship and NCEI's operating
procedure
*	Identify, coordinate, and communicate with data providers for the
purpose of defining and acquiring the ongoing and new oceanographic data
submissions
*	Perform "NCEI Data Steward" tasks for ensuring data collections are
properly prepared and suitable for adding to NCEI's archive collections,
such as examining data collections for scientific quality, adequacy of
metadata, scientific units, proper formatting, etc..
*	Provide day-to-day operations, project management, and scientific
data management support for NOAA's Coral Reef Conservation Program (CRCP)
and associated Coral Reef Information System (CoRIS) project
*	Coordinate with NOAA's Coral Reef Conservation Program, NOAA's
Environmental Data Management Committee, other NOAA offices and researchers
for the development of coral reef data management and metadata development
*	Collect and prepare information such as; coral data, metadata, CRCP
accomplishment write-ups, products, publications, and information from CRCP
projects and other sources for incorporation into the CoRIS and the NCEI
archive
*	Develop and maintain data search tools, glossaries, online mapping
applications, and web content for CRCP and CoRIS.
*	Collect, analyze, report, and maintain CoRIS metrics for online
usage statistics, submissions, additions to CoRIS, and other parameters of
interest to NCEI
*	Support development and presentation of outreach information and
materials for scientific conferences and other coral reef stakeholder venues
*	Elicit, capture, and translate user/stakeholder needs and associated
information into requirements for Coral Reef Conservation Program's (CRCP's)
systems, products, and servicesRecords (CDRs) and new products such as
Global Ocean Heat Content, Salt Content, and a World Ocean Database
Reference Environmental Data Records (REDRs)
*	Prepare and provide responses to information requests for CRCP
projects, products, and other coral ecosystem resources available from
within the Coral Reef Information System (CoRIS).
*	Maintain and develop data records for both existing and new
products, such as NOAA's existing operational Climate Data Records (CDRs)
and new products such as Global Ocean Heat Content, Salt Content, and a
World Ocean Database Reference Environmental Data Records (REDRs
*	Maintain and transition existing data records, such as Sea Surface
Temperature (SST) CDRs, and their production capability into the REDR
framework for operational sustainment, including forward processing and
reprocessing.
*	Perform scientific stewardship for NCEI's ocean data and products,
to include the application of the Contractor's expertise in sea surface
temperatures, salinity, ocean color, ocean surface topography, and marine
winds, derived from satellite observations
*	Perform scientific stewardship, applying the Contractor's
oceanographic expertise for ecosystem data and products, including the
development of time series records of chemical, biological and coincident
physical information derived from in-situ source data ocean current data
*	Perform scientific stewardship, applying the Contractor's
oceanographic expertise for surface in situ oceanographic data and products
including air-sea interface parameters and ocean surface measurements
collected by ships, buoys, and fixed observing platforms to support products
such as International Comprehensive OceanAtmospheric Data Set (ICOADS).
*	Prepare scientifically sound professional papers, technical reports,
and correspondence for NCEI developed oceanographic data products
*	Develop, maintain, and improve data processing systems and
application software for oceanographic data processing.
*	Facilitate and support the exchange of oceanographic data between
NCEI and its affiliates for efforts that include the World Data Service for
Oceanography, the U.S. Integrated Ocean Observing System, and the World
Meteorological Organization, International Oceanographic Data and
Information Exchange, and others
*	Actively support, coordinate, and participate in archive processes
and planning activities, such as integrated product teams and readiness
reviews, for archive projects and collections

Education

BA/BS but degree may be waived with experience. 
- Masters and associates degrees are equivalent to two years of experience.
- Bachelors and doctoral degrees are equivalent to four years of experience.

Qualifications

8+ years of relevant experience.
