Job Description and Duties

CARB's Research Division is looking for a dynamic, collaborative, well-trained, and hard-working researcher to join the Emission and Exposure Research Section (EERS or Section).  The Section is at the forefront of conducting next generation air pollution and climate emissions research, and is responsible for conceptualizing and coordinating the use of advanced methods including satellites, aircrafts, drones, ground-based tools like mobile platforms, remote sensing systems, flux towers, infrared imagers, as well as personal and local air monitoring systems.

The selected candidate will be tasked with leading measurement and analysis efforts including emission measurements using stationary and mobile observations and remote sensing, air pollution monitoring at community-scale using instrumented fleets, and local and personal exposure studies. The candidate will be responsible for deploying advanced research monitoring systems and air quality instruments, building measurement and data acquisition systems for novel ground-based measurement studies, as well as developing and deploying low cost sensor systems for personal and community exposure studies, and must ensure coordination of satellite, airborne, and ground-based measurements and analysis.  The candidate will also be responsible for creating a new framework for understanding these new air pollution observations, and using innovative methods including statistics, machine and deep learning to analyze the emission and exposure impacts on regional and local population.

Expertise in air quality instrumentation and data evaluation is critical.  Hands-on experience in developing data transmittal and analysis systems is desirable.  Candidates with advanced science and engineering degrees with advanced knowledge and experience in spatial data analysis are encouraged to apply.  Knowledge and experience in numerical and statistical analysis, as well as programming skills are desirable, and knowledge of air pollution modeling will be a plus.  Candidates must have a proven record of accomplishment in conducting strong technical and practical research, an extensive publication record, have detailed knowledge of air pollution science and emissions sources, and a broad understanding of air pollution programs.  Candidates must be adept at collaborating with a multidisciplinary staff and communicating results to a wide range of audiences.
The selected candidate will have the opportunity to advise the agency on the impacts of adopted rules, prioritize source sectors for research and air pollution mitigating efforts, publish and present research findings at scientific venues, and build strategic research partnerships with academia, national and international stakeholders.

The most competitive candidate will be a hard-working and results-driven researcher, with an advanced degree in environmental sciences or related disciplines.  The candidate must have the following qualifications:

  *   Extensive expertise in air quality and emissions measurements, with detailed knowledge of different measurement instrumentation and techniques
  *   Extensive experience in complex air quality and spatial data analysis
  *   Ability to synthesize research results for technical publication and presentation to a wide range of audiences
  *   Ability to contribute in a collaborative, multidisciplinary team environment, and possesses strong oral and written communication skills
The candidate must be a detail-oriented and self-motivated individual with the ability to analyze technical data, develop solutions and present technical information in a clear, concise, and logically organized manner, and have the ability to summarize complex technical results for upper management and policy makers.  Must be comfortable communicating and collaborating with a variety of stakeholders.

Candidates must have a proven record of accomplishment in conducting strong technical and practical research, an extensive publication record, have detailed knowledge of air pollution and exposure science, and a broad understanding of air pollution control and mitigation programs.  Candidate must also have prior experience in conducting complex geospatial analysis for large-scale datasets.  Knowledge and experience in emissions, air quality, and exposure modeling, and statistical and numerical analysis approaches for analyzing large-scale datasets using are desirable.

Critical thinking skills, excellent verbal and written communication skills, and the ability to set and meet deadlines are essential for this job.  The candidate must be a team player with a positive attitude, dedication, and a desire to make original and sustained contributions to the ARB.  The position requires collaboration with a variety of program staff both within and outside the agency, and the candidate will require strong interpersonal skills, and the ability to communicate with technical and non-technical audiences effectively.
