Organizational Setting


The Government of Sri Lanka, through the Ministry of Ministry of Mahaweli Development and Environment have requested FAO's assistance in the preparation of a project entitled "Enhancing and bridging knowledge gaps in Sri Lanka's NDC implementation of AFOLU sector for Enhanced Transparency Framework (ETF)".  The project(s) project concept(s)/PIFs were approved by GEF Secretariat (June 2018).   The total GEF financing for the project endorsed by (respective national) GEF Operational Focal Point(s) is USD (1,000,000).  This is derived from GEF's new Capacity Building Initiative for Transparency (CBIT) focal area.


Reporting Lines


The incumbent have to work under the overall guidance and supervision of (FAOR/country budget holder) and the GEF Project Design Expert and in close collaboration with other PPG team members, the Lead Technical Officer (Climate Change Officer - RAP), Lead Technical Unit in FAO HQ and related RAP and TCI-GEF Unit Coordination staff.

Tasks and responsibilities


The objective of this consultancy is to support the design of knowledge management assessments and activities necessary to support the completion of a full GEF Project Document and supporting materials for submission to the GEF SEC before 30 April 2018.
General tasks:

To achieve PPG objectives, the specialist will lead (the PPG design team) to carry out general tasks, including:

  *   Coordinate inputs from other PPG preparation support staff - GEF Project Design Expert, Agriculture Emissions MRV Specialist and Agriculture and Climate Change Specialist;
  *   Consult with national and international stakeholders, and the FAO team to reconfirm the proposed project scope, potential operational and financing arrangements;
  *   Provide professional recommendations on design of appropriate consultative processes and PPG work schedule, and support to present in inception meeting;
  *   Lead the design of assessments and the design of activities to ensure that the project will lead to establishment of improved knowledge management and reporting activities, that the design process is participatory and that the project outputs are nationally relevant and 'owned';
  *   Support the FAO country office(s) to identify potential co-financiers and secure co-financing commitments;
  *   Ensure all inputs into the preparation of the full project document and supplementary documents give due consideration to GEF SEC, STAP and GEF Council guidance;
  *   Participate in and facilitate consultative, inception and validation workshops, meetings, providing clarifications and presentations as necessary.

Detailed Tasks:



To achieve these objectives, the specialist will:

  *   Support PPG and related project design processes in close consultation with project proponents to ensure that the project/programme will be consistent with the GEF-6 CBIT, country and FAO objectives;
  *   Participate in meeting with the GEF Focal Point and country NDA to discuss the scope of the project, confirm PPG support and the level of resources to be allocated/dedicated to the project/programmes development;
  *   Assess hardware and related systems that support coordination, storage and reporting for UNFCCC and other climate change initiatives - for both adaptation and mitigation;
  *   Support institutional and capacity needs assessment of existing national monitoring and reporting systems for UNFCCC and other climate change initiatives - for both adaptation and mitigation;
  *   Prepare proposal for improved or alternative data management and reporting systems to support enhanced transparency in the agriculture and land-use sectors to be incorporated into alternate GEF scenario;
  *   Support project preparation missions and lead follow-up consultations with key project stakeholders
  *   Support the review and, if necessary, re-definition of the proposed alternative scenario, GEF focal area strategies, with a brief description of expected outcomes and components of the project;
  *   Highlight innovation and sustainability aspects of knowledge management activities and potential for scaling up or replication including the identification of innovative IT and other solutions to support implementation of the full CBIT proposal;
  *   Review identified risks with respect to knowledge management activities that might prevent the project objectives from being achieved, and propose measures that address these risks in the project's design;
  *   Outline the coordination with other relevant GEF-financed and other initiatives for co-financing components particularly as they relate to project knowledge management activities;
  *   Develop proposal for the knowledge management approach for the project, including, if any, plans for the project to learn from other relevant projects and initiatives, to assess and document in a user-friendly form, and share these experiences and expertise with relevant stakeholders;

Minimum Requirements

  *   Advanced degree (MS, JD, PhD, etc.) in agriculture, natural resource management, climate change, AFOLU and/or other relevant field.
  *   Minimum Five (5) years of demonstrated GEF experience in relevant fields with background related to successful design/preparation of project-based knowledge management and reporting systems
  *   Working knowledge of English.
  *   National of Sri Lanka
