DESCRIPTION OF JOB:

The Work Unit:
The Chemistry Program exists to ensure that scientific laboratory analyses
for organic and inorganic compounds/metabolites in clinical and
environmental samples are both accurate and timely.  These data are used in
support of state and national environmental, safety, and public health
programs, development of public health policy, and rapid response to
chemical terrorism events.  This program also provides technical laboratory
expertise and consultative services.

What You'll Be Doing:
The Chemistry Program Manager position exists to manage the activities of
the environmental chemistry work units including inorganic chemistry,
organic chemistry, and air filter testing. This position will ensure that
program activities are congruent with Departmental and Division goals;
secure new sources of funding, prepare and execute budgets; assign duties
to unit supervisors and personnel, approve scheduling, leave, and work
assignments; make recommendations to the appointing authority for hiring,
promotions and transfers of personnel; develop policies for approval by
departmental management; approve the revision and the establishment of new
procedures; evaluate and acquire new technologies and instruments for
laboratory analysis; provide expert consultation to other divisions of the
Department of Health and other units of state and local government, public
health; and manage grants to ensure that all deliverables are met. This
position is responsible for ensuring that the test results released from
the chemistry program meet any and all published standards or levels
required by the submitting agency and regulatory authorities.


MINIMUM QUALIFICATIONS, SUBSTITUTIONS, CONDITIONS OF EMPLOYMENT & APPEAL
RIGHTS:

Minimum Qualifications:
Bachelor's degree from an accredited institution in chemistry, medicinal
chemistry, analytical chemistry, environmental chemistry, pharmacology,
toxicology, or other chemical science;
AND
Six years of experience in a regulated analytical/environmental chemistry
laboratory with at least one year of the six years supervising other
laboratory scientists or technicians.

This experience must be substantiated within the Work Experience section of
your application. "See Resume" will not be accepted. In addition, part-time
work will be prorated.

Substitutions:
A combination of work experience in a regulated analytical/environmental
chemistry laboratory equivalent to the competencies learned through
completion of the required education may be may substituted for the degree
requirement on a year for year basis. Additional appropriate education will
substitute for the required experience on a year-for-year basis.

A copy of your transcript must be submitted at the time of application

Conditions of Employment:
A pre-employment criminal background check and drug test will be conducted
as part of the selection process. All job finalists require successful

appointment. Felony convictions or conviction of crimes of moral turpitude
or convictions of misdemeanors related to job duties may disqualify you
from being considered for this position. Should your background check

Possess and maintain a valid Colorado driver's license.
Must be willing and able to travel independently throughout the state up to
5% of the time including overnight stays.
On Call Status: As condition of employment, candidates must be willing to
be on-call in the event the activation of the Continuity of Operations Plan
(COOP) and be required to report to work immediately at the regular or
alternate location.  During this time, travel restrictions may be in place.

chemical attack, disease outbreak or all hazards) and be required to report

This position has been designated as a safety-sensitive position for
purposes of impairment and employment screening policies due to its direct
access to and handling of biohazardous materials for analysis. Mishandling
such biohazards and failure to closely follow standard operating procedures
and regulatory requirements could result in significant risk or threat of a
dangerous incident involving exposure to biohazards or erroneous test
results that adversely impact the health and safety of the employee,
coworkers, or the public. Must be willing to submit to random drug and
alcohol testing.

Preferred Qualifications and Essential Competencies:
The preferred experience, competencies and abilities are highly desirable
for this position and will be considered in selecting the successful
candidate:
Master's degree or doctorate in chemistry or a related field
Demonstrated success supervising multiple work units in a regulated
analytical chemistry laboratory
Three or more years of professional experience in a regulated laboratory
with a preference for experience testing in the following specialties that
should include, but not be limited to; environmental chemistry, organic
chemistry, or inorganic chemistry
Knowledge of ISO 17025 and EPA regulatory guidelines
Ability to troubleshoot methods and instrumentation
Experience managing a laboratory budget and grants
Ability to strategize, organize and plan, including creating and updating
site visit plans
Ability to effectively communicate both orally and in writing with a wide
range of customers
Ability to achieve approval (clearance) for work with Select Agents
Knowledge of and use of desktop computer hardware and software
Excellent critical thinking and problem solving skills
Excellent interpersonal and customer service skills
Ability to interpret regulations and statutes
Ability to interpret and analyze data
Keen attention to detail
Ability to lead others and to self-motivate
Ability to work well independently as well as in/with a team
Ability to collaborate and achieve consensus across work units and programs
Familiarity with laboratory regulatory requirements and experience working
with laboratory quality assurance programs
Preferred experience utilizing the following laboratory instrumentation to
include but not limited to:   GCFID, GCMS, LCMS, LCMSMS, HPLC
Excellent writing skills
Excellent interpretation skills
Excellent oral communication skills
Excellent data analysis and reporting skills
Excellent planning and organizing skills
Knowledge of laboratory quality control
Knowledge of laboratory safety practices and ability to supervise a safe
working environment
