About Regulatory Affairs

leads policy direction to transform and evolve the electricity industry to

strategies and priorities with regulators, customers and other stakeholders
by establishing and maintaining credibility and a culture of trust-based
partnerships.

 

Position Overview:

You will serve as a relationship manager for key environmental and land
agencies in Sacramento.  You will also advise executive and senior
management on issues related to air quality and climate change, water and
waste issues and land management issues related to SCE operations. 

 

Typical Responsibilities:

*	Develops, cultivates and maintains relationships with
executive-level staff members and Commissioners/Board members (where
relevant) at a variety of State environmental and land management
organizations including CARB, Dept of Toxic Substances Control, State Water
Resources Control Board, California Dept of Fish and Wildlife, State Lands
Commission, the Coastal Commission and the California Department of
Transportation. 
*	Acting as an advocate for SCE positions at these agencies when
issues need escalation to executive staff/Commissioner/Board level - either
policy or permitting matters important to the Company and its customers. 
*	You will coordinate with the policy and technical subject matter
experts in Rosemead to obtain positive regulatory outcomes on behalf of SCE.

*	One major impact for the selected candidate is to serve as an SCE
presence in Sacramento that agency senior staff, and Commissioners/Board
members can rely upon to interact with SCE. 
*	Additional opportunity exists to represent SCE at industry
conferences, regulatory agency workshops/hearings and industry coalition
meetings to represent SCE's position but also to listen and understand the
goals, challenges and priorities of the agencies and key stakeholders. 
*	The analysis and work products developed and led by this individual
typically support regulatory policy and regulatory compliance; have a broad
impact on the business; support departmental and corporate goals; and
support strategic decision making that advances SCE's business agenda.

Build Relationships at Agency Senior Executive Levels and with key Board
members:

Establishes and maintains credible and professional relationships with state
environmental agencies, investor-owned utilities,and other external
stakeholders to advocate for and/or achieve positive outcomes for the
Company with regard to regulations, permits and other environmental
regulatory matters at the state level.  Collaborates with internal
stakeholders and executives to develop and implement Company policies and
advocacy strategies.  Plays a leadership role in industry meetings and
represents the Company's position on regulatory matters to the relevant
state agencies.

 

Environmental Policy Advocacy and Education:

Leads the development and implementation of educational outreach to
executive-level policymakers and other external stakeholders.  Represents
the Company to executive staff and Commissioners/Board members of
environmental state agencies to ensure that the Company's agenda, messages,
initiatives, interests, or goals are met. Specifically represents the
Company to state agencies on rule makings and regulatory issues that are of
vital concern to the Company and its customers, such as implementation of
our Clean Power & Electrification Pathway. Influences the direction of
regulatory outcomes consistent with corporate objectives.  Effectively
builds diverse external stakeholder coalitions, including coordination and
collaboration with the other IOUs, publicly-owned utilities, trade
associations, and environmental NGOs - including environmental justice
organizations - to support advocacy efforts on high priority environmental
regulatory issues

 

Internal Interface:

Acts as lead interface and maintains relationships with regulatory and/or
compliance teams across the Company.  Reviews and provides guidance on the
interpretation of regulatory requirements.  Consults with senior internal
and external leaders on compliance issues impacting the Company.  Prepares
and briefs Company executives on issues of interest and importance in
advance of meetings with state agency Commissioners or Board members,
executives and senior staff.  Leads and coordinates the development of
communications materials from various Company stakeholders on key
initiatives, projects, issues and results.

Qualifications



Minimum Qualifications

*	Bachelor's degree in environmental sciences, government affairs,
business, public policy or related degree.
*	Ten years of experience leading programs and policy development that
support positive outcomes with stakeholders, regulatory agencies and NGO's

Desired Qualifications

*	Graduate degree in environmental sciences, government affairs,
business, public policy or related field or an equivalent combination of
education, training and experience.
*	Experience developing and or analyzing California environmental
policy
*	Experience with California environmental agencies and legislators
and their staff
*	Two or more years with regulatory issues / processes

Comments

*	Candidates for this position must be legally authorized to work
directly as employees for any employer in the United States without visa
sponsorship.
*	The primary work location for this position is Sacramento, CA;
*	Relocation may apply to this position
