Job Title: SOARS Program Lead

U.S.C. 1324b(a)(3) is required for this position.  UCAR/NCAR will not

Who We Are:

Located in Boulder, Colorado, UCAR Community Programs (UCP) offers a suite
of innovative resources, tools, and services for the atmospheric and Earth
science community.  UCP was created in 1992 to manage a number of unique
programs requested by the UCAR community.

 

The SOARS program, based at the University Corporation for Atmospheric
Research in Boulder, CO, has been increasing the diversity of the
atmospheric and related sciences for 23 years. This flagship program is
designed to support students from backgrounds traditionally
under-represented in the geosciences to enter and succeed in graduate school
and STEM careers. The multi-year program is based on genuine research
experiences, comprehensive mentoring, a supportive community, and life-long
engagement. Undergraduate and graduate “protégés” spend up to four summers
conducting research at NCAR, NOAA and our partner laboratories, guided by a
team of up to five types of mentors, and are supported through the school
year with conference travel, last-dollar tuition scholarships, writing
support and career and personal coaching. Alumni of the program are offered
ongoing mentoring throughout their careers and are engaged in many different
ways, including through the inaugural SOARS Satellite Program, a new
initiative to extend the reach of SOARS by creating SOARS-based programs in
departments where alumni are now faculty.

 

What You Will Do:

Leads and manages the Significant Opportunities in Atmospheric Research and
Science (SOARS) program and affiliated efforts. The SOARS Program Lead is
committed to diversity and inclusion in the geosciences and contributes to
the field through publications, conference presentations and committee work.

 

Responsibilities:

Program Leadership and Management

·        Directs the SOARS program, including all aspects of operation of
the program. With the SciEd director, leads strategic planning and
overseeing evaluation of SOARS.

oWith SciEd director, develops program goals and strategies to reach them.
Monitors progress toward goals.

oGuides and shapes the new SOARS satellites, interfacing the needs of each
with the primary program in Boulder.

oLeads the project team, including staff and contractors, and ensures their
work benefits proteges and mentors

 

·        Responsible for hands-on, year-round mentoring of up to 26 current
SOARS protégés and the ongoing support and engagement of the alumni (now
numbering close to 200). Mentoring will be in person in Boulder, during
national conferences and via phone, email and social media.

oAdvises, supports and counsels protégés

oHandles complex and controversial issues with tact and sensitivity.

oAttends conferences, including annual meetings of the AGU, AMS, SACNAS in
support of protégés, recruiting, and contributing to the national
conversation on diversity and inclusion.

 

·        Runs an 11-week summer internship program in Boulder, building on
relationships across NCAR, NOAA and our partnering universities to match
students with research projects aligned to their interests, offering
professional development activities and building a supportive community
comprised of protégés, scientists, engineers, educators and staff.

oInitiates activities and plans for internal and external collaborations.

oPlans and implements recruitment, selection and training of students.

oMatches students with mentors and provides training for mentoring teams.

oIdentifies, train and supports mentors across multiple institutions; in any
given summer, there are typically 50-70 mentors involved in the program

oEnsures professional development activities relevant to the career
progression of the proteges are planned and carried out

oProvides a supportive and inclusive environment where proteges are
empowered to challenge themselves, do excellent research and grow as
scientists and leaders.

 

·        The SOARS Program Lead oversees a team comprising an administrator;
science educator responsible for teaching scientific communications,
preparing publications, and providing writing support; a software engineer
responsible for teaching a scientific data and computing workshop, and a
student assistant.

oManages, trains and supervises staff, directly and as part of matrix
project-based projects.

oOversees the planning, preparation and teaching of the scientific
communication workshops, programming and scientific data workshops, and
professional development activities.

oMaintains an inclusive and supportive workplace and community committed to
the mission of developing a diverse and inclusive STEM workforce.

 

·        SOARS is part of the UCAR Center for Science Education (SciEd), a
UCAR Community Programs (UCP) division of UCAR, and works closely with NCAR
office of Education and Outreach, and with the UCAR office of Diversity and
Inclusion.

oRepresents SOARS to UCAR and NCAR management, and the UCAR Center for
Science Education

oPartners with NCAR leadership to build pipelines for talented SOARS alumni
into the ASP programs and employment at NCAR.

oParticipates in internal and external meetings, representing program
interests and initiatives with discretion.

           

Funding

·        Partners with SciEd director to manage a budget of approximately
$1M/year and works with SciEd/UCP leadership to ensure ongoing funding for
the program.

oParticipates in long range strategic planning

oEnsures stable funding for the SOARS program

·        Responsible for report writing, and working with NSF, Co-Is, and
SciEd Director

·        May serve as a PI or collaborator on other grants that are
complementary to the efforts of SOARS, including those that support SOARS
protégés and those that contribute to diversity, atmospheric science and
geoscience workforce development.

·        Prepares externally-funded proposals, including writing, editing
and compilation of proposal documents.

·        Identifies and engages appropriate opportunities and partners.

·        Serves as liaison between principal investigators, agency contract
contacts, and UCAR administrative units, including meeting grant reporting
requirements.

·        Oversees the development of proposal budgets, award management and
monitoring of program budgets.

 

Communication and Research

·        Stays abreast of research on formal and informal science education
and learning

·        Works with internal UCAR/NCAR partners to advance atmospheric and
related science education

·        Provides reports to the SOARS Steering Committee and SOARS PIs and
implements their recommendations.

·        Oversees and participates in writing and production of
communication in a variety of media such as annual reports, protégé abstract
volumes, newsletters, online and recruiting materials.

·        Contributes to the national conversation regarding diversity and
inclusion in the geosciences.

·        Authors papers, in collaboration with others, documenting advances
in atmospheric and related science education, and workforce/diversity
related issues.

·        Shares the experience gained from SOARS with faculty running REU
programs across the geosciences, and may partner with new and existing
programs in a mentoring or resource-sharing capacity.

 

What You Need:

Education and Years of Experience:

·        Master’s degree in a physical science, education or
diversity-related field.

·        At least 5 years documented experience in diversity-focused
initiatives and running an undergraduate research internship, or an
equivalent combination of education and experience.

 

Knowledge, Skills, and Abilities:

·        Proven track record of mentoring and advising college/university
level students in a diversity or undergraduate research focused program.

·        Experience in writing peer reviewed publications.

·        Experience in serving as a principal investigator or
co-investigator on grants.

·        Experience in supervising staff, leading a team, and mentoring
students.

·        Excellent track record of sensitivity to student needs,
particularly those relevant to diversity and inclusion efforts.

·        Knowledge of existing and emerging national issues related to the
geoscience and atmospheric science workforce.

·        Skill in planning, implementation and evaluation of projects,
including proposal preparation.

·        The ability to manage, prioritize and implement elements of
multi-faceted programs, including overseeing staff and budgets.

·        Demonstrated ability to solve problems and work independently and
as a member of an interdisciplinary team.

·        Excellent oral and written communication skills, including
presentation skills for diverse audiences.

·        Experience working in a research or higher education environment.

·        Availability to travel approximately five times a year, and work
some evenings and weekends in support of the students.

 

Desired Knowledge, Skills, and Abilities:

·        Experience with atmospheric science or geoscience research and a
good understanding of the atmospheric science community in the U.S.
