What You Will Do:
The incumbent will provide collaborative project management and systems engineering support for various R&D projects within RAL’s Aviation Applications Program (AAP). These projects, including state-of-the-science weather forecasting systems for emerging modes of aerial transportation like unmanned aerial vehicles (UAVs) and urban air mobility, involve detection, forecasting, and display of weather phenomena that impact aviation. The incumbent will help drive projects forward from initiation and planning phases through to closure, with particular emphasis on follow-through details to ensure deliverable dates and budgets are within expected ranges. The incumbent will help develop statements of work, technical scope and schedule; manage real-time prototypes; assist with running project meetings and teleconferences; work within a team to identify priorities for software development and milestones for releases; coordinate with stakeholders to guide the project forward; and coordinate the writing of project documents.


Responsibilities:
Project Initiation, Planning, and Coordination

  *   Works with the principal investigator on making tactical and strategic decisions about overall project direction, and contributes to proposals and statements of work.
  *   Develops or collaborates on the development of project planning documents such as task descriptions, schedules, and budgets.
  *   Supports the application of appropriate project management systems (e.g., Agile, Traditional, Kanban) to complete projects within an R&D environment where requirements are often uncertain, complex, and evolving.
  *   Works with supervisor and/or other senior team members to identify and allocate project personnel as needed as part of matrixed organization.
Project Execution, Monitoring and Controlling

  *   Monitors budget expenditures and reports on status.
  *   Works with scientists and engineers to maintain and promote project visibility, such as progress vs. plan, experiment results, measures of success, risk, and any needed course changes.
  *   Facilitates project meetings with software engineers, scientists, and other personnel.
  *   Generates (and/or facilitates generation of) high-visibility project reports, including monthly reports.
Project Closure

  *   Works with internal and external teams to assist in coordinating delivery of system (software, etc.) as part of a technology transfer effort.
  *   Manages necessary property close-out procedures and personnel transition plans.
Project Management Systems Engineering Support

  *   Organizes project check-point reviews (e.g. Kickoff, Planning, Testing, Delivery).
  *   Understands, helps capture, and monitors R&D baseline.
  *   Maintains awareness of big picture and ensures integrity of deliverables.
  *   Coordinates (or conducts) software and/or prototype testing activities, reports on results.
  *   Develops and maintains technical documentation, including an aviation weather hazards knowledge base and associated web page(s).



What You Need:
Education and Years of Experience:

  *   Bachelor’s degree or equivalent in meteorology, computer science, or a related technical field
  *   At least 3-5 years of experience in project management roles within a technical field, preferably software systems, meteorology, aviation, or aerospace.
Knowledge, Skills, and Abilities:

  *   Familiarity with project management and system engineering best practices.
  *   Demonstrated ability to communicate well with scientists, engineers, and other stakeholders in oral and written contexts.
  *   Demonstrated ability to work in a diverse team environment and facilitate success in meeting deadlines.
  *   Skill in defining, organizing, prioritizing and monitoring execution of tasks in a collaborative environment.
  *   Skill using word processing, presentation and spreadsheet applications.
  *   Well-developed interpersonal skills.
  *   Intellectual curiosity and willingness to learn.
  *   Ability to work with stakeholders (internal and external) to help define project requirements.
  *   Ability to facilitate effective team meetings.
  *   Ability to succinctly summarize status of projects and effectively communicate to principal investigator and/or sponsor as needed.
  *   Working knowledge with Windows and Linux (or UNIX) computer environments.
  *   Diplomacy and awareness of decisions’ political implications when working with stakeholders and end users.
Desired Knowledge, Skills, and Abilities:

  *   Project management certification (e.g., PMI PMP) desired

  *   Familiarity with real-time/operational or scientific data processing techniques, preferably related to weather or aviation.
  *   Ability to focus on details but also see the big picture.
  *   Excellent self-motivation and time management, and ability to motivate others.
  *   Excellent problem-solving skills and ability to detect issues that may cause delays in project schedules.
  *   Excellent customer-relations skills.
  *   Ability to use Linux scripting tools.
  *   Aviation experience in some capacity (e.g., air traffic control or management, licensed pilot).
