Manager, Environment and Community Affairs - Mesaba Project

Location:  Duluth, MN, US

Reporting to the Project Manager based at the Teck head office in Vancouver, Canada, the Manager, Environment and Community Affairs will be based in Minnesota and is responsible for managing social and environmental baseline programs carried out by a multi-disciplinary consulting and project team, planning for mine development permitting, and leading community of interest (COI) engagement in relation to our Mesaba project near Babbitt, Minnesota.

The Manager, Environment and Community Affairs will play a key role in representing Teck in Minnesota and building positive relationships aligned with our values. The successful candidate will work out of Teck's office in Babbitt or a mutually agreed upon location in the Mesabi Iron Range of Minnesota.



Responsibilities:

  *   Be a courageous safety leader, adhere to and sponsor safety and environmental rules and procedures
  *   Ensure alignment of project environmental and social baseline program activities with Teck's Health, Safety, Environment and Community (HSEC) Management Standards; Indigenous Peoples and Human Rights Policies; and Social, Environmental and Regulatory Approvals (SERA) framework
  *   Develop work plans and budgets that relate to the planned work in consultation with consultants and in coordination with project team members
  *   Manage a multi-disciplinary consulting team taking into consideration input from the project team, including selection of consultants for the project, and ensure alignment of work between consultants and project team members
  *   Manage the completeness, accuracy and timeliness of baseline studies and contribute to strategic planning of permitting to maintain project milestones
  *   Identify all relevant communities of interest, develop and execute strategies for community and Indigenous engagement and consultation, government relations, communications, and regulatory issues related to the project during each of its phases
  *   Report regularly to the Project Manager and senior management on the status of and risks in relation to project objectives



Qualifications:

  *   Bachelor's degree or diploma of Engineering or Science in environment, forestry, agronomy, biology, chemistry or geosciences or related field
  *   Minimum 10-15 years of relevant experience in the resource industry
  *   Understanding of the requirements of the relevant  state and federal statutes and rules and federal regulatory framework for permitting mining, other natural resource projects, and/or industrial operations in Minnesota or the region
  *   Demonstrated experience in leading environmental regulatory reviews for major mining, other natural resource projects or industrial projects through state and federal regulatory processes
  *   Understanding of key national and regional issues that affect the mining industry, and of current and developing processes in community engagement and environmental and regulatory approvals
  *   Demonstrated success in building constructive working relationships with various local, regional and national COIs in relation to developing natural resource projects
  *   Experience working with U.S. tribal organizations in the Mesabi Iron Range region preferred
  *   Strong oral and written communication skills in both formal and informal settings
  *   Excellent project management skills and experience in managing large or complex multidisciplinary projects and consulting teams
  *   An equivalent combination of education and experience in environmental management, permitting and community relations will also be considered
