DESCRIPTION
This position is at the Assistant/Associate level. Under the direction of a Housing and Neighborhoods Principal Planner, the Climate Program Manager will oversee MTC's Climate Initiatives Program, which is a range of strategies that reduce transportation-related greenhouse gas (GHG) emissions. This position is in the Housing and Neighborhoods section of the Integrated Regional Planning Program serving the Association of Bay Area Governments (ABAG) and the Metropolitan Transportation Commission (MTC).  In addition to developing and managing strategies in the Climate Initiatives Program, the person in this position will also work on projects that support the work of the Housing and Neighborhoods team.

The Climate Program Manager will work with internal and external stakeholders to develop programs and policies and help frame decision-making to expand Bay Area residents' mobility and housing options. The ideal candidate will understand the theory behind successful TDM and parking programs, and approach implementation with creative solutions to meet the region's statutory greenhouse gas emissions reduction targets as well as understand the relationship of climate-related programs and policies to transportation and land use decisions made at the local jurisdiction level.

A key objective of the position is advancing climate strategies/programs effectively. The ideal candidate will bring strong project and consultant management experience with a successful track record of implementing projects including the ability to identify trends to develop new programs or strategies that are integrated with, and support local, sub-regional and regional policies and programs. To accomplish this, creativity, on-the-ground experience and entrepreneurship are skills we are seeking from the person filling this position.
SKILLS AND ABILITIES

Skills and abilities the ideal candidate will have include the following:
*         Experience working with elected officials, members of the public and public agencies;
*         Excellent communication skills (written and oral) that are effective and persuasive with a wide diversity of people;
*         Experience leading and developing multi-modal transportation programs that increase use of travel options and/or user convenience, including public/stakeholder engagement processes;
*         Demonstrated success in creating partnerships and managing stakeholders with sometimes conflicting interests;
*         A resourceful team player who takes initiative;
*         Knowledge of housing challenges, opportunities and local/state housing laws and policies;
*         Working knowledge of GIS and statistical analyses.
MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying.  A typical way of obtaining the required qualifications is:

Education: A Bachelor's degree in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration. A Master's degree is desirable. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application.)

Experience: One year of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.

License/Certificate: Possession of a valid California Class C Driver's License and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Key responsibilities include; delivering the existing Climate Initiatives Program, developing new mobility frameworks and strategies, and developing and implementing regional parking policies and programs.  In addition to implementing mobility strategies, the position will also support the work of the Housing and Neighborhoods team in the Integrated Regional Planning Program including, but are not limited to, assisting in researching and making policy or program recommendations for existing and new transportation, land use and housing initiatives.

Managing the Climate Initiatives Program:
*         Implement and grow Climate Initiative Program strategies, including carsharing, electric vehicle infrastructure and incentives, behavior change campaigns, among others, to help achieve the region's greenhouse gas emissions reduction targets;
*         Develop new mobility programs for inclusion in Plan Bay Area updates and create a new mobility framework to provide regional guidance;
*         Develop and implement parking management programs;
*         Oversee climate-related grant programs with local agencies or consultants, including creating calls for projects/requests for proposals (RFP), facilitating application/RFP review process and recommending grant/consultant awards;
*         Host workshops and/or other forms of communication;
*         Design technical assistance programs to support local jurisdictions in implementing climate policies and projects, particularly those included in Plan Bay Area and its updates;
*         Assess effectiveness of Climate Initiative programs at achieving GHG emission reductions;
*         Write reports and present key findings to elected officials, agency executives and other stakeholders;
*         Provide staff support to climate-related policies, initiatives and programs as assigned;
*         Manage consultant/contractor proposals, negotiate award amounts, evaluate operating standards and oversee the completion of identified deliverables;
*         Prepare and manage climate initiatives content on the MTC website.

Coordination and Collaboration with:
*         The Bay Area Air Quality Management District (Air District) on electric vehicle programs and other initiatives relevant to GHG reduction. Participate in Air District initiatives as applicable;
*         Both internal and external staff/programs that have a relationship to Climate Initiatives projects, such as the Vanpool Incentive Program, TDM-related initiatives and the Commuter Benefit Ordinance.

Policy and Program Responsibilities:
*         Conduct policy research for existing and new mobility initiatives to provide a framework for the region;
*         Serve as MTC staff contact on climate-supportive policies and programs;
*         Provide staff support to climate-related policies, initiatives and programs as assigned;
*         Prepare technical memos and summary reports and present findings to staff and policy makers;
*         Conduct policy research for existing or new programs or initiatives within the Housing and Neighborhoods team as needed.

All employees at MTC are classified as Disaster Service Workers.
