Job Description and Duties

The successful candidate will advance in timely fashion the ongoing implementation of the Stationary Source Refrigerant Management Program, an AB32 measure, in effect since 2011. The rule requires commercial and industrial facilities with refrigeration systems to follow best refrigerant management practices to keep their systems leak tight. A web based registration and reporting system is being used by more than 6,000 large and medium facilities to register and report their refrigerant usage annually as required by the rule. The successful candidate would work closely with regulated entities, contractors, and office of information services to oversee and enhance the successful operation of the web based reporting system. The successful candidate will also collect and analyze large industry specific data sets to identify trends in rule applicability and work with affected industries to improve outreach and compliance. This will include conducting surveys, developing outreach and compliance assistance materials, and presenting information at industry meetings statewide. Other responsibilities include reviewing and analyzing reported GHG emissions data, assisting in the investigation of rule violations, evaluating the effectiveness of the regulations, assisting with the proposed rule amendments, and preparing briefing papers and rulemaking documents. The successful candidate will also assist with the development of new mitigation strategies to meet the legislatively mandated HFC emission reduction targets. Some travel is required.

Department Information
The primary role of the Greenhouse Gas Reduction Strategy Section (GHGRSS) in the Research Division of ARB is to focus on implementing mitigation strategies identified in the scoping plan and developing new strategies identified in the short lived climate pollutant plan to meet the legislatively mandated targets of Assembly Bill 32 and Senate Bill 1383 respectively.  The section is responsible for developing regulatory and non-regulatory measures to address some of the most potent Greenhouse Gases (GHG) such as the chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs) and hydrofluorocarbons (HFCs) used in a variety of applications such as refrigeration and air-conditioning (R/AC) and insulation foams. In addition, the section leads research efforts to inventory, determine lifecycle impacts, and evaluate the feasibility of low global warming alternates in various end use applications.
