Earth Science Policy and Program Analyst

Key Role:

Determine requirements, acquire content, and develop a programmatic 
mapping interface prototype. Integrate preferences of several 
stakeholders, identifying tradeoffs between competing interests and 
preferences. Comprehend international development and the role that 
remote sensing can play in helping with development needs and use that 
expertise to produce a tool that leadership can use to identify overlaps 
between different programs, needs, and programs. Direct a major 
international competition to develop applications for remotely sensed 
observations. Comprehend the environment at the headquarters of a major 
agency and use interpersonal expertise to resolve conflicting priorities 
and personalities. Work within a carefully defined budget to produce the 
best possible results under budget and in a time-critical environment. 
Resolve problems that arise in directing a global competition, using 
experience to provide equitable solutions. This position is available 
for remote delivery and will require the ability to travel up to 25% of 
the time.

Basic Qualifications:

-4+ years of experience with working in a scientific or technical 
environment

-Experience in working with multiple senior scientists and senior 
managers and interacting with international stakeholders

-Experience with project management

-Experience with directing software competitions

-Ability to raise funding for projects

-Ability to display at least an intermediate fluency in Spanish and French

-Ability to obtain a security clearance

-BA or BS degree required

Additional Qualifications:

-Experience with IT management

-Experience with remote sensing applications, sustainability issues, 
international development, and directing major international competitions

-Knowledge of satellite Earth observations, Earth science, and remote 
sensing

-MS degree in Ecology, Physical Science, or Environmental Health 
preferred; PhD degree in Ecology, Physical Science, or Environmental 
Health a plus

Applicants selected will be subject to a security investigation and may 
need to meet eligibility requirements for access to classified information.
