The Department of Natural Resources <http://dnr.wi.gov/> (DNR) is currently filling a State Implementation Plan Coordinator in the Air Management Bureau of the Environmental Management Division. This position is stationed at our Central Office Headquarters in Madison, WI. 

The DNR is dedicated to working with the citizens and businesses of Wisconsin while preserving and enhancing its natural resources. In partnership with individuals and organizations, DNR staff manage fish, wildlife, forests, parks, air and water resources while promoting a healthy, sustainable environment and a full range of outdoor opportunities. 

The Wisconsin DNR is located at 101 S. Webster Street in the heart of downtown Madison, near the state capitol, the Madison Metro bus route and the Capital City bike path. Job Duties <>: 
As a Natural Resources Program Coordinator, you will function as the principal staff expert on, and primary coordinator of, Wisconsin’s federally-required State Implementation Plan (SIP) within the Air Management Program. This position will often require working on sensitive and complex Clean Air Act policy and regulatory issues involving numerous internal and external interests. You will also be required to work with all major elements of the air program (including the planning, permitting, monitoring, and compliance sections), as well as department legal staff, to ensure the SIP is updated, complete, legally-defensible, and supportive of statewide program implementation of the Clean Air Act. You will also coordinate the planning and development of any air program rules that may be needed to fulfill federal requirements for a complete and legally-defensible SIP and ensure the state remains compliant with the Clean Air Act. 

The SIP Coordinator ensures that programs delegated to the state under the Clean Air Act remain equivalent to federal standards, as required by state law. You will work directly with the U.S. EPA and other external stakeholders such as industry, utilities, environmental organizations, and the Air Management Study Group on activities related to this position.

Statewide travel will be necessary on an occasional basis.

Job Knowledge, Skills and Abilities <>:   


Knowledge of state and federal environmental laws and regulations, in particular the permitting and planning requirements of the Clean Air Act. 

Knowledge of Wisconsin’s air pollution control rules. 

Knowledge of state administrative rule and statute promulgation procedures. 

Ability to work with management and stakeholder groups on complex or controversial policy issues.

Skill in preparing policy, legal and regulatory documents, materials, and briefings. 

Ability to develop, track, manage, and document detailed work processes and procedures. 

Skill in creating and managing systems, tools, and procedures to track and manage complex legal and policy documents. 

Ability to coordinate the activities of multidisciplinary teams and handling diverse viewpoints.
