The Great Basin Institute, in cooperation with the Bureau of Reclamation
(BOR), is recruiting a GIS Intern to enroll in our AmeriCorps program while
completing a Direct Hire Authority Resource Assistant Internship (DHA-RAI).
The Direct Hire Authority provides land and water management agencies the
opportunity to appoint Resource Assistants who successfully complete a
rigorous internship to permanent, competitive service positions within two
years from the date they complete their undergraduate or graduate degree.
This opportunity offers a pathway to permanent federal civil service
employment.

Description of Position:
The GIS Intern will work independently to create a user-friendly
geo-referenced database system to store, manage and link to Natural
Resources Division geographic data and documentation. This is a living GIS
database that encompasses lands data sets, cultural resource data sets, and
project data sets (including but not limited to land use authorizations).
Some of the information used to develop the database is existing and some
would have to be imported from other GIS sources. An existing numbering
system, with unique designations for projects and sub-projects is already
in use and would be continued into this system. A user needs assessment
survey completed in 2010 will provide some basic information.

Deliverables include an updated user needs assessment, data structure
design, graphical user interface in ArcGIS, data dictionary, and the
geo-referenced database. This rigorous internship is the first phase of a
four-phase project. Project work will be conducted in an office setting and
does not include field work.

Compensation & Timeline:
o 12-week appointment beginning in June 2016, or upon availability
o Living allowance: $6,635.00
o Education Award*: $1,515.55
o No-cost Affordable Care Act-compliant Health Benefits

* AmeriCorps Education award may be used for past (payment of
federal/state-issued student loans), present or future educational expenses
(e.g. tuition and fees, an allowance for books, room and board,
transportation, and other expenses). The Education Award is valid for up to
seven (7) years after completion of a term of service.


Location:
The BOR=E2=80=99s Eastern Colorado Area Office is located in Loveland, CO, =
which is
approximately 50 miles north of Denver, CO. Located in the foothills of the
Colorado Front Range, Loveland is just east of the mouth of Big Thompson
River Canyon and is located along a principal access route to Rocky
Mountain National Park. Loveland=E2=80=99s population is around 67,000 and =
boasts
an average of 300 days of sunshine with average summer temperatures in the
mid-80s.  Colorado State University is about 13 miles north of Loveland in
the nearby city of Fort Collins.  University of Colorado and University of
Norther Colorado are also nearby, both less than 1 hour drive south and
east, respectively. The city of Loveland hosts a variety of musical
concerts, theater productions, professional sporting events, and community
celebrations. It is known for its artists, three foundries, an art museum,

Qualifications:
Technical Qualifications:
o Enrolled in a graduate program in Remote Sensing, Geographic Information
Systems, or Geospatial Science with an emphasis in environmental studies,
forestry, range science, or other natural resource field (2nd or 3rd year
student, preferable);
o Knowledge of GIS technology and its appurtenant technologies, including
Remote Sensing Image Processing, Global Positioning Systems, cartographic
design, and computer graphics;
o Knowledge of file and/or enterprise geospatial databases including
design, operation, and maintenance;
o Knowledge of GIS software (ESRI software) and data models in order to
collect, retrieve, manipulate, and analyze geospatial data produced over
time on a wide range of software applications and computer systems;
o Ability to create new GIS data from a variety of sources, documenting
data qualities and producing metadata, publishing geospatial data, and
reformatting these data to meet current technical standards and user needs;
o Previous experience and knowledge of applications addressing natural
resource management and water resource infrastructures. (e.g., vegetation,
dams and irrigation supply systems, land boundaries, facility footprints,
cultural resource sites, threatened and endangered species locations and
buffers, roads, rights-of-ways, and utilities), desirable; and
o Knowledge of and ability to utilize the Microsoft Office productivity
software.

Additional Qualifications:
o Self-motivated with ability to maintain a positive attitude and
effectively communicate orally and in writing while working in a diverse
team environment;
o Possess a valid, clean, state-issued driver=E2=80=99s license; and
o Meet AmeriCorps eligibility requirements: (1) U.S. citizenship or legal
resident alien status, (2) eligible to receive an AmeriCorps Education
Award (limit of four in a lifetime or the equivalent of two full-time
education awards), (3) pass National Sex Offender Public Website (NSOPW)
and federal criminal background checks, (4) adhere to the rules,
regulations and code of conduct as specified in the Member Service
Agreement; and (5) will not engage in any prohibited activities as listed
in the Member Service Agreement.

o Successful applicant will need to complete a Department of Interior (DOI)
Background Investigation (BI) prior to starting internship. Applicants that
already possess a full adjudicated BI should clearly state that in their
cover letter.
