[Dart-users] update to wrf model_mod, default wrf input.nml

hi dart users -

if you're not a wrf/dart user you can discard this note.

i just committed a minor update to the wrf model_mod - if you are using
the predefined set of fields in the state vector, it will now contain 
QVAPOR.
this will allow it to compute height/pressure/level conversions 
successfully.
this was discussed & agreed to at one of the previous wrf/dart meetings.

with the default set of fields you will be limited in the types of obs
you can assimilate; many of the obs types require additional fields
in the state vector.  but the default assimilate obs list now only contains
types that work with the default fields.

i've also updated the default input.nml that you get when you do a fresh
checkout.  the radar section was from the old radar mod; it matches the
code now.  i changed the default assim obs types to ones that will work
with the default state vector contents, i changed the default localization
to 100km instead of .8km, and i added some comments between namelist
sections to help explain a few things.

i don't think many users are running with the configuration as checked out
of subversion -- but hopefully now new users might have a better chance
of getting a successful run if they do try.   if anyone is currently running
with only the default fields in the dart state vector, you'll have to 
rebuild
your dart restart files with wrf_to_dart to make sure they include the new
QV field.
