[Dart-users] recent commits to DART subversion repository

hello dart users --

here is a quick summary of things checked into the DART subversion
repository (on the trunk) over the last month or so:

- the obs_diag program has improved support for observations on model 
levels.

- minor updates to several of the observation converters, including the SSEC
cloudwind converter (support of the QC values), the GPS converter (better
documentation for the scripting and smarter scripts), and the default QC 
values
have been updated in the NCEP prepbufr converter.

- if you were trying to generate a set of ensemble members by using
a single input member and adding perturbations, several models would
have corrupted the state vector, including the bgrid_solo, ikeda, null,
and pe2lyr models.  this bug was introduced july 15, 2009 and fixed
dec 9, 2009.

- the wrf script advance_model.csh has been updated with a major
overhaul thanks to josh hacker, ryan torn, and glen romine.  there are
shell variables to set at the top of the script to control various execution
choices, including maintaining separate wrfinput files per ensemble member
and options to generate lateral boundary files on the fly.  the script was
simplified; the time handing is now done by the advance_time executable,
and the icbc script has been updated to be consistent with this version.

- ryan torn has contributed his wrf observation preprocessing program.
the source is in the models/wrf/WRF_DART_utilities directory and the
make scripts are in ../work.  it's called wrf_dart_obs_preprocess.

as always, we compile and test these changes on several platforms before
committing them, but if you have any questions or concerns, please let
