[Dart-users] important bug fix for perfect_model_obs

hello dart-users,

this note is intended only for dart users who have been
running perfect_model_obs to do OSSEs (experiments
with simulated observations).   all other parts of dart
are unaffected by this problem.

a bug was introduced in perfect_model_obs on
11 may 2009,  subversion revision 3871.  it was fixed
yesterday, 25 aug 2009, subversion revision 4010.

the distribution from which the synthetic observations
were drawn would have been wrong if your observation
error variance was anything other than 1.0.

if you think this might have affected you, please contact
us for more details (dart at ucar.edu).

if you're planning on using perfect_model_obs, please update
from the subversion repository at your earliest chance.
the fix is self-contained in the perfect_model_obs.f90 file.
