[Dart-users] updated ncep conversion programs

hi all --

while trying to convert some NCEP observation files from 1989
i found i needed to update the BUFR lib files and make some minor
changes to the $DART/ncep_obs programs.  i also had some
other updates that had accumulated but hadn't been checked in.
they are now.   check the README files and the .html files in
each of the directories; there are more options now for choosing
which observations to convert, based on both lat/lon location as
well as observation type and QC values.

i believe what's in the repository now is 1) consistent, and 2) will
work with both recent prepqm files as well as older ones.

i've tested the changes but as always, please let me know if you
see anything new that you don't expect when using the updated
versions.
