Reviving the closest_member_tool.  The plan is to
have this run as a MPI program, compute the ensemble
mean on the fly and then compute the differences of
each ensemble member from the mean and return which
ensemble member is closest to the mean. This can be
run in copy complete mode and each processor compute
its local difference and then do an all reduce to
get the total difference.
