making  branch for Yongfei Zhang's CICE changes.
She is here for the CESM Polar Modeling Tutorial and will be giving a tutorial on Thursday.
Her changes that I know of are:
1) more observation converters
2) more forward operators
3) a problem with the input.nml and ignore_missing_clm
4) location of data atmosphere files
5) interpolation method for datm files
6) support for parameter estimation
