Initial commit - needs LOTS of work, and isn't really compatible with changes from the upstream version yet (eg, assim_tools_mod.F90), but it's a start.
The README_graph.txt has instructions on building
NOTE: We're overriding the filter_assim call here, which is also bad - a later check-in will fix this to overload it based on the inclusion of a graph file
