it appears svn doesn't let you 'move' tags - you delete
the old one and make a new one pointing to the code you want.
or you start putting sequence numbers on the tags, e.g.
tag1.0 tag1.1 tag1.2, etc.  for now i'm removing and remaking
the current state of the mizzi branch to be tags/wrf-chem.
we can discuss and change our policy later if needed.
