a new branch to replace rma_file_list_nml [the CGD server had
a curruption which made it difficult to merge recent changes
from the rma_trunk] so I am simply creating a new branch and
migrating over the changes from rma_file_list_nml so that
I can merge changes from the trunk without conflict or loosing 
information.
