Added a page describing the div4 divergence damping choice in CAM
(div24del2flag = 4), which may require no reduction of impacts at the 
top levels in assimilations.  That is, let highest_state_pressure_Pa = 0.
Added more context and motivation for the div2 and del2 diffusion choices.
