added a simplified converter for tropical cyclone observations.
creates best track vortex center latitude, longitude, minimum
sea level pressure and max wind speed observations.  at this point
only the WRF model_mod has the forward operator code to assimilate
these obs types.  also there are a plethora of variants on the
input format (fixed column widths, comma separated values,
column meanings, lat/lon in 10ths of a degree vs full degrees, etc).
the converter only supports a single input format but has
sections where other read format lines can easily be added.

also updated the observations html index page and the
main html index page.
