[Dart-dev] fewer automated check-in messages

dear dart-developers list,

the subversion support person has just changed our
automated message system so it won't send diffs with
the notes if they're huge, and it won't send any notes at
all for updates unless they are on the main dart trunk.

this should make the signal-to-noise ratio much higher
than it's been over the last few weeks.  sorry for
clogging your inboxes with my test branch work;
you shouldn't see it anymore.
