[Cosmic_announce] Receiving COSMIC Data

Hi ESPC and weather center folks:  We had an issue overnight with our 
file sending software which prevented COSMIC data products from flowing 
overnight.

The problem has been fixed and data should be flowing normally now.

Sorry for the inconvenience, please let us know if there are further 
problems.
