[Cosmic_announce] Upgrade of COSMIC/CDAAC BUFR data products

Dear Weather Center users of COSMIC data:

Last November we released sample COSMIC BUFR data from our new inversion 
software for testing by weather centers.

We are hoping to upgrade to this software soon, please let us know if 
you have any concerns.
