[Cosmic_announce] C/NOFS BUFR data restored

Greetings:

After a short outage, C/NOFS real-time BUFR files have been restored to
the CDAAC web site.  There had been some question if the ID number in the
BUFR header was correct.  The BUFR ID for C/NOFS is 786, which is not
yet offical according to WMO, but will likely be approved soon.

Sorry for the confusion.
