[Cosmic_announce] FM3 processing restarted as of 2008.067

Greetings:  COSMIC satellite FM3 has been offline for testing of new 
firmware for the last few weeks.

We have determined that the new firmware delivers significantly more 
occultations with no degradation in data quality, so we are turning 
processing back on.
