[Cosmic_announce] FM4 processing suspended to look at L2C data

Greetings:  FM4 is now is an experimental mode in which the new L2C 
frequency broadcast by a few GPS satellites is being used for 
occultations.

As such, until we are able to verify the quality of these 
occultations, CDAAC processing for FM4 has been suspended temporarily.

We will turn L2C processing back off in a few days and restore FM4 
processing.
