[Cosmic_announce] COSMIC Data Outage doy 2007.082

Dear All:

COSMIC processing was down approximately 10 hours early on doy 2007.082 
UTC.
This was due to an overnight outage from our satellite data provider.

Data was available and processing resumed at 14 UTC.  All missing data 
sets were processed by 15 UTC.
