[Cosmic_announce] FM5 GOX data outage

Hello:  FM5 GOX data have been corrupted since midnight UTC of day 
2006.296.  No occultations are being produced.

We believe the GPS occultation receiver is misbehaving and we plan to 
reboot it.

Updates will be sent to this list when the status changes.
